The 2010 Conference on International Exchange of Professionals (CIEP), organized by the State Administration of Foreign Experts Affairs and Shenzhen Municipal People's Government, was held in Shenzhen from October 29 to 30, 2010. Zhang Dejiang, Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, Wang Yang, Member of the Political Bureau of the CPC Central Committee and Secretary of the CPC Guangdong Provincial Committee, and Wang Rong, Secretary of the CPC Shenzhen Municipal Committee, attended the Conference.
At the 9th CIEP, 2,082 institutions from over 50 countries and regions participated in the exhibition and more than 6,200 organizations attended the conference, covering the various links of the talent field, such as overseas expert organizations, training institutions, colleges and universities, talent agencies, and sci-tech enterprises. The overall scale expanded from the original Hall 1 of Shenzhen Convention and Exhibition Center to Hall 2, Hall 3, and Hall 5, and the total area increased from 30,000 m2 to 67,500 m2. Ten exhibitions areas were set up, including those for foreign expert organizations, foreign training institutions and training institutions from outside Chinese Mainland, overseas students, institutions in Hong Kong, Macao and Taiwan, overseas high-level talent institutions, and talent agencies; and 3 exchanges were carried out, respectively about policy promotion and achievement exhibition, project matchmaking and signing, and talent service and high-end recruitment.
During the 9th CIEP, 85 signing, promotion, seminar and matchmaking activities were carried out and 15 special fairs and business meetings were held. The two days witnessed the signing of 3,658 talent exchange and cooperation agreements, the preliminary agreement of over 16,800 jobs, and 100,000 participants in the conference and Shenzhen Forum.
At this CIEP, the State Administration of Foreign Experts Affairs newly certified 9 foreign institutions and institutions from outside Chinese Mainland that can engage in international talent exchange activities in China, which has made the number of such institutions 408 up to now, including 124 expert institutions and 285 training institutions; signed or preliminarily reached 1,111 cooperation agreements; newly certified 401 domestic employers that can engage foreign cultural and educational experts (There are totally 6,441 such employers all over China).
At this CIEP, “Chinese Overseas Returnees from North America High-tech Project and Talent Exchange Fair” was held for the first time; the Ministry of Education organized some universities to the exhibition for the first time; exhibition areas for “Intellectual Aid to the Western China” and “Intellectual Aid to Xinjiang” were set up for the first time; and famous brands such as “Elite World”, “Young CEO Club”, and “Gold-collar World” all appeared on stage. Meanwhile, the province-region-city international intellectual dialogue for introducing foreign talents was held for the first time, which was attended by 10 overseas professional institutions from the US, the UK, Japan, Australia, Israel, and other countries and regions, over 50 international student groups, over 600 high-level overseas students and representatives from 18 domestic provinces, autonomous regions, and municipalities. Huawei, Midea, Lenovo, BYD, and other famous domestic enterprises provided about 3,000 high-pay jobs for high-level overseas talents.
